On December 5, 2003, Canada’s Premiers announced the creation of the Council of the Federation (COF), a new institution for a new era in collaborative intergovernmental relations. The COF was created by Premiers because they believe it is important for provinces and territories to play a leadership role in revitalizing the Canadian Federation and building a more constructive and cooperative federal system.

The COF meets at least twice a year. There is an annual summer conference held in the jurisdiction of the Chair, which rotates annually, and at least one other meeting at a location determined by the Council. The Council also meets via teleconference periodically throughout the year.
